Data, Logistics & Security Solutions (DLSS), received its verification through the Center for Verification and Evaluation (CVE) as a Service-Disabled Veteran-Owned Small Business (SDVOSB). As a SDVOSB, Data, Logistics & Security Solutions (DLSS) is granted access to the VA’s Veterans First Contracting Program for SDVOSB/VOSB contract set-aside procurement opportunities offered by the Federal government. This will enable DLSS to assist our teaming partners and Federal Contracting Officers at various agencies meet their small business needs.

Data, Logistics & Security Solutions, a Service Disabled Veteran Owned Small Business (SDVOSB), falls Under the SDVOSB vehicle Contracting Officers can issue sole source solicitations. Many of these sole source solicitations can be completed within 30 days or less.

VAAR 819.7007 allows sole source awards to service-disabled Veteran-owned small business concerns.

1. A contracting officer may award contracts to SDVOSB concerns on a sole source basis provided:
   1. The anticipated award price of the contract (including options) will not exceed $5 million;
   2. The requirement is synopsized in accordance with FAR part 5;
   3. The SDVOSB concern has been determined to be a responsible contractor with respect to performance; and
   4. Award can be made at a fair and reasonable price.
2. The contracting officer’s determination whether to make a sole source award is a business decision wholly within the discretion of the contracting officer. A determination that only one SDVOSB concern is available to meet the requirement is not required.
3. When conducting a SDVOSB sole source acquisition, the contracting officer shall ensure businesses are registered and verified as eligible in the VIP database prior to making an award.

This helps individual commands, and Department of Defense (DoD) meet SDVOSB contracting goals set by The Veterans Entrepreneurship and Small Business Development Act of 1999, Public Law 106-50 and Executive Order 13360.

WOSB Sole-Source

Data, Logistics & Security Solutions, a Women-Owned Small Business (WOSB), participates in the Federal Contract Set-Aside program which authorizes Federal contracting officers to set aside certain federal contracts for eligible Women-Owned Small Businesses.

As a Women-Owned Small Business (WOSB) "set-aside" Data, Logistics & Security Solutions can receive sole-source contracts, up to a ceiling of $4 million for goods and services.

* Under FAR 19.1506, a Contracting Officer generally must consider an EDWOSB or WOSB sole source award before considering small business set-asides.  A contracting officer may award an EDWOSB or WOSB sole source contract where:

(1) none of the exclusions set forth in FAR 19.1504 apply;

(2) the acquisition is assigned an appropriate NAICS code;

(3) the contracting officer does not have a reasonable expectation that offers would be received from two or more EDWOSBs or WOSBs, as the case may be;

(4) the anticipated price of the contract, including options, will not exceed $6.5 million for a contract carrying a manufacturing NAICS code or $4 million for contracts within any other NAICS code;

(5) the EDWOSB or WOSB has been determined to be a responsible contractor; and

(6) award can be made at a fair and reasonable price.
